Technical Advisory Committee
The State Housing Board is required to "consult with and obtain the advice of an advisory committee on residential and nonresidential structures in the drafting and promulgation of rules." The Technical Advisory Committee (TAC) fulfills this statutory requirement and is made up of nineteen members appointed by the Director of the Division of Housing. Reference Colorado Revised Statute 24-32-3305(3)(a).
The TAC meets twice monthly via Zoom to discuss implementation of Senate Bill 25-002, Regional Building Codes for Factory-Built Structures (SB 25-002) and other administrative rule changes to 8 Code of Colorado Regulations (CCR) 1302-14. We will have two rulemakings to put some of the provisions into effect more quickly.
Rulemaking 1
Effective March 17, 2026, Rulemaking 1 will implement:
- Rules that permit business entities to register as installers
- A change to the adopted 2021 International Building Code (IBC) for factory-built residential units to allow a single exit stairway as outlined in HB25-1237 Residential Building Stair Modernization

Proposed Administrative Rules
On March 31, 2026, the Building Codes and Standards (BCS) program filed proposed rule changes to 8 Code of Colorado Regulations (CCR) 1302-14 with the Colorado Secretary of State. This rule is being amended to incorporate statutory changes from Senate Bill 25-002 by:
- Implementing regional design criteria for factory-built structures
- Increasing third-party agency authority
- Establishing registration and education for certain building contractors working on factory-built structures
- Clarifying audit procedures and lines of authority between local and state agencies
- Revising the fee schedule
- Changing the name of the rule
Opportunities to Provide Feedback
The Division of Housing held a public meeting to discuss proposed rules and receive additional feedback on April 21, 2026.
There will be a public rulemaking hearing before the State Housing Board on May 5, 2026. Sign up to provide verbal testimony at the rulemaking hearing.
