Joint DOH/HOST Funding Opportunity for 2026 CHFA Round Two Applicants

The Division of Housing (DOH) and the Denver Department of Housing Stability (HOST) will accept coordinated applications to support developers applying for the Colorado Housing and Finance Authority's (CHFA) 2026 Round Two Federal and State Housing Tax Credits. 

Funds Available

DOH will make approximately $19 million available in Loan or Grant Assistance through DOLA’s Office of Housing Finance and Sustainability (OHFS). HOST award amount will be subject to funding availability at the time of submission. 

As part of the LOI, applicants must show the total project gap and indicate preference for DOH or HOST funding (as applicable). DOH will coordinate submissions and share application materials with HOST. 

Conditional Application Review Process

Each pre-application will be reviewed by OHFS, and every Denver submission will be reviewed by HOST. OHFS will review submissions based on the DOH Housing Development Scoring Criteria. HOST will evaluate based on their strategic priorities.

If a project is selected, the applicant will receive a conditional commitment letter from DOH or HOST for a specific grant or loan amount to be submitted along with other application materials to CHFA in its LIHTC round. To the extent possible, DOH and HOST do not intend to split awards in a single project.

Submissions received are considered to be a pre-application. 

  • For DOH funds, if a project is successful in obtaining tax credits, the borrower/grantee would formally apply through a regular competitive cycle when they are ready to close on construction financing. Should a project request more than its conditional award, additional funding is not guaranteed and is subject to a competitive award. Final funding awards contingent on a full application to DOH per House Bill 24-1308 requirements.
  • For HOST funds, if a project is successful in obtaining tax credits, the borrower/grantee will be assigned a Housing Development Officer to coordinate next steps to submit a full application to begin the underwriting and contracting processes. Final funding awards are subject to change based on a review of the full application and underwriting.

How to Apply

There is a two-step submission process:

  • May 15, 2026 – Letters of Intent (LOIs) due. A template for LOIs is available.
  • June 1, 2026 – Full pre-applications due to DOH

Full pre-applications must include: 

  • A completed Neighborly application (sections A-D)
  • A completed DOH or CHFA budget spreadsheet
  • Project team company bios
  • HOST required certifications (for all Denver projects)
