Program Status
The portion of the Toolkit associated with HB21-1271 closed on June 30, 2025. However, the Division of Housing still offers numerous resources to help local officials and anyone interested in creating and/or preserving affordable housing in their community. The Colorado Affordable Housing Toolkit for Local Officials (“Toolkit”) was one of three programs created through HB21-1271 to promote innovative solutions to the development of affordable housing across the state. Alongside the support and incentives offered by the Planning Grant (administered by the Division of Local Government) and Incentives Grant Programs (administered by the Division of Local Government) that are part of 1271, the Toolkit was intended to improve the ability of local officials to understand and respond to the unique sets of housing challenges their communities are facing.
The Toolkit was initially developed by the Colorado Division of Housing in partnership with Enterprise Community Partners and Community Builders. It was informed by DOH staff, focus groups with elected officials representing different housing markets across the state, and a series of public listening sessions that DOH led in partnership with the Colorado Housing and Finance Authority (CHFA).
When the Toolkit launched, it included three primary forms of support for local officials regarding affordable housing:

The Toolkit offerings created through HB21-1271 closed on June 30th, 2025. However, case studies, recorded trainings, and other resources developed under the program remain available online. Although the resources are available to the public, they are intended specifically for elected local officials or local government employees. For more information, please contact:

In 2024, the Colorado Division of Housing recognized the need to expand the Toolkit to include content focused on homelessness. Building on the Toolkit’s affordable housing foundation, the Division developed a homelessness series. The homelessness series is designed to support local officials in their efforts to prevent and address homelessness in their communities.
The homelessness series was developed by the Colorado Division of Housing and the Office of Homeless Initiatives in partnership with Enterprise Community Partners, the Colorado Coalition for the Homeless, and Public Impact Partners. The content was informed by focus groups and surveys conducted statewide to reflect the needs and realities of communities across Colorado.
